ABSTRACT: A discussion of: the actus reus and mens rea (dolus specialis) of the crime of genocide; protected groups; relevant international jurisprudence (as to state responsibility and individual criminal responsibility); the key evidence tipping the scales in some cases before international tribunals, and; its potential application in the conflict in Ukraine.

BIO: Senior Lecturer in Int’l Law, Hague U. of Applied Sciences; Professor of Practice, Brandeis U.; Lecturer, UCLA School of Law
A practitioner in int’l criminal law since 1998, Townsend was elected twice to the ICC’s Advisory Committee on Legal Texts and served as ICC Duty Counsel. He has served at the UN Int’l Criminal Tribunal for Rwanda (ICTR) (on genocide trials), UN Mission in Kosovo, the UN Int’ Criminal Tribunal for the former Yugoslavia (ICTY), Special Court for Sierra Leone (on the trial of Pres. Charles Taylor), the Special Tribunal for Lebanon, the UN Int’l Residual Mechanism for Criminal Tribunals (IRMCT), and represented victims before the Kosovo Specialist Chambers. In 2022, the UK appointed him to the OSCE List of Experts for the ‘Moscow Mechanism.’

International Criminal Justice Day is celebrated every year on July 17. The Center for Civil Liberties, together with its partners, organizes the Ukrainian Week of International Criminal Justice, which will consist of 3 panel discussions in Ukrainian and 5 academic lectures in English.
The Ukrainian International Criminal Justice Week will bring together prominent lawyers, researchers, experts, civil servants and representatives of international and regional civil society organizations.
